根據(ju)(ju)近10年來的統(tong)計數據(ju)(ju),全國建筑業(ye)(ye)總(zong)產值穩步(bu)增(zeng)長(chang),歷(li)年增(zeng)長(chang)率普遍高(gao)于國內生產總(zong)值的增(zeng)長(chang)率,建筑業(ye)(ye)作(zuo)為國民經(jing)濟(ji)的支(zhi)柱(zhu)產業(ye)(ye),地位非常穩固(gu)。但是,建筑業(ye)(ye)主要依賴資源要素投入來拉(la)動發展,工業(ye)(ye)化、信息(xi)化水(shui)平較低,生產方式粗放,科技創(chuang)新(xin)能力不足(zu)使得建筑業(ye)(ye)經(jing)濟(ji)效益可持續增(zeng)長(chang)出現瓶(ping)頸。
作為傳統制造(zao)行(xing)業(ye),建(jian)筑業(ye)已(yi)經從增量時代進入了(le)存量時代。在高質量發(fa)(fa)展(zhan)的要求(qiu)下,新的增長不能再以投資來(lai)(lai)驅動,而要以創新來(lai)(lai)驅動。尤(you)其是在大數據、物聯網、區塊鏈等信息(xi)技術快速發(fa)(fa)展(zhan)的新時代背景下,建(jian)筑業(ye)需要緊(jin)跟變革發(fa)(fa)展(zhan)趨勢,依靠科技創新推動行(xing)業(ye)升級發(fa)(fa)展(zhan)。
2020年7月,住(zhu)房和(he)城鄉(xiang)建(jian)(jian)設部(bu)等13部(bu)門聯(lian)合印(yin)發《關于推(tui)(tui)動智(zhi)能(neng)建(jian)(jian)造與建(jian)(jian)筑(zhu)工(gong)(gong)業化協同發展(zhan)的指導意見》,提出(chu)以(yi)大力(li)發展(zhan)建(jian)(jian)筑(zhu)工(gong)(gong)業化為載體(ti),以(yi)數(shu)字(zi)化、智(zhi)能(neng)化升級為動力(li),創新(xin)突破相(xiang)關核(he)心技術,加(jia)大智(zhi)能(neng)建(jian)(jian)造在工(gong)(gong)程(cheng)建(jian)(jian)設各環節(jie)應(ying)用,形成涵蓋科研、設計、生產加(jia)工(gong)(gong)、施工(gong)(gong)裝配(pei)、運營(ying)等全產業鏈融(rong)合一體(ti)的智(zhi)能(neng)建(jian)(jian)造產業體(ti)系(xi),提升工(gong)(gong)程(cheng)質量安全、效益和(he)品(pin)質,有(you)效拉動內需,培(pei)育國民經濟新(xin)的增(zeng)長(chang)點。可以(yi)看到,該政策的出(chu)臺正是(shi)基于建(jian)(jian)筑(zhu)業目(mu)前面臨的發展(zhan)問題,未雨綢(chou)繆,主動推(tui)(tui)進技術創新(xin),其意義主要體(ti)現在以(yi)下幾個方(fang)面:
加快建(jian)(jian)(jian)筑(zhu)工(gong)業(ye)化(hua)(hua)升級(ji)。建(jian)(jian)(jian)筑(zhu)工(gong)業(ye)化(hua)(hua)是(shi)(shi)行業(ye)發展(zhan)的必然趨(qu)勢,目前,國家層面(mian)已制(zhi)定了大(da)量的政(zheng)策和(he)指導意見,但整體(ti)上仍處于探(tan)索(suo)發展(zhan)階段,在技(ji)(ji)(ji)術、市場、運營(ying)、管理等(deng)方面(mian)均存在不少亟須解(jie)決的問題(ti),不過這(zhe)是(shi)(shi)所有新技(ji)(ji)(ji)術發展(zhan)都會經歷的特(te)定階段,建(jian)(jian)(jian)筑(zhu)業(ye)的未來一定是(shi)(shi)工(gong)業(ye)化(hua)(hua)。建(jian)(jian)(jian)筑(zhu)工(gong)業(ye)化(hua)(hua)升級(ji)的主要技(ji)(ji)(ji)術途(tu)徑(jing)有:推動建(jian)(jian)(jian)立以標準部品為基礎的專業(ye)化(hua)(hua)、規模(mo)化(hua)(hua)、信息化(hua)(hua)生(sheng)產體(ti)系,打造建(jian)(jian)(jian)筑(zhu)產業(ye)平臺,推廣(guang)應(ying)用(yong)(yong)鋼(gang)結(jie)構(gou)(gou)構(gou)(gou)件和(he)預制(zhi)混凝土(tu)構(gou)(gou)件智(zhi)能制(zhi)造生(sheng)產線;加大(da)BIM(建(jian)(jian)(jian)筑(zhu)信息模(mo)型)、物聯(lian)網、大(da)數據、云計算、5G(第五代移動通信技(ji)(ji)(ji)術)、人工(gong)智(zhi)能等(deng)新技(ji)(ji)(ji)術的集(ji)成與創新應(ying)用(yong)(yong);提升各類施(shi)工(gong)機具的性能和(he)效率(lv),提高(gao)機械化(hua)(hua)施(shi)工(gong)程度,包括各類自動化(hua)(hua)智(zhi)能施(shi)工(gong)裝備的研發。
提升(sheng)數字化(hua)(hua)水平。我(wo)國(guo)(guo)目前正處于(yu)從“建(jian)(jian)造(zao)(zao)大國(guo)(guo)”向“建(jian)(jian)造(zao)(zao)強國(guo)(guo)”發(fa)(fa)展的(de)關鍵階段,建(jian)(jian)筑業(ye)精(jing)益化(hua)(hua)、智(zhi)(zhi)(zhi)能化(hua)(hua)、綠色化(hua)(hua)、工(gong)(gong)(gong)業(ye)化(hua)(hua)融(rong)合發(fa)(fa)展,形成涵(han)蓋研發(fa)(fa)、設(she)計、生產加工(gong)(gong)(gong)、施工(gong)(gong)(gong)裝(zhuang)配(pei)、運營(ying)維護等(deng)全(quan)產業(ye)鏈融(rong)合一體的(de)建(jian)(jian)設(she)產業(ye)體系(xi),驅(qu)動(dong)(dong)(dong)“中(zhong)國(guo)(guo)建(jian)(jian)造(zao)(zao)”走向“中(zhong)國(guo)(guo)智(zhi)(zhi)(zhi)造(zao)(zao)”是未來建(jian)(jian)筑業(ye)發(fa)(fa)展的(de)大勢,數字化(hua)(hua)轉型是推(tui)(tui)動(dong)(dong)(dong)建(jian)(jian)筑業(ye)高質(zhi)量發(fa)(fa)展的(de)重要(yao)途徑。智(zhi)(zhi)(zhi)慧建(jian)(jian)造(zao)(zao)作(zuo)為(wei)信(xin)息(xi)技(ji)術(shu)、數字技(ji)術(shu)與施工(gong)(gong)(gong)現(xian)場深度(du)融(rong)合的(de)產物,對(dui)“以科技(ji)創(chuang)新促進傳統建(jian)(jian)造(zao)(zao)方(fang)式升(sheng)級,提高項目管理和生產效(xiao)率(lv)達到精(jing)益建(jian)(jian)造(zao)(zao),推(tui)(tui)動(dong)(dong)(dong)建(jian)(jian)筑產業(ye)現(xian)代化(hua)(hua),實現(xian)高質(zhi)量發(fa)(fa)展”都具有重要(yao)意義。其(qi)主要(yao)技(ji)術(shu)途徑有:加快部品部件(jian)(jian)生產數字化(hua)(hua)、智(zhi)(zhi)(zhi)能化(hua)(hua)升(sheng)級,推(tui)(tui)廣應用(yong)(yong)數字化(hua)(hua)技(ji)術(shu)、系(xi)統集成技(ji)術(shu)、智(zhi)(zhi)(zhi)能化(hua)(hua)裝(zhuang)備(bei)和建(jian)(jian)筑機器(qi)人(ren),在(zai)裝(zhuang)配(pei)式建(jian)(jian)筑工(gong)(gong)(gong)廠打(da)造(zao)(zao)“機器(qi)代人(ren)”應用(yong)(yong)場景,推(tui)(tui)動(dong)(dong)(dong)建(jian)(jian)立智(zhi)(zhi)(zhi)能建(jian)(jian)造(zao)(zao)基地;在(zai)鋼筋制作(zuo)安(an)裝(zhuang)、模(mo)板安(an)拆、混凝土澆筑、鋼構件(jian)(jian)安(an)裝(zhuang)、隔墻(qiang)板安(an)裝(zhuang)、地磚鋪貼(tie)、面(mian)層噴涂等(deng)現(xian)場施工(gong)(gong)(gong)環節,推(tui)(tui)進工(gong)(gong)(gong)藝流程數字化(hua)(hua)和建(jian)(jian)筑機器(qi)人(ren)應用(yong)(yong)。
培育智(zhi)(zhi)能(neng)(neng)建(jian)造(zao)優(you)(you)勢(shi)企(qi)業(ye)(ye)(ye)。智(zhi)(zhi)能(neng)(neng)建(jian)造(zao)涉及土木(mu)工程(cheng)(cheng)、自動(dong)化工程(cheng)(cheng)、電(dian)子(zi)信息(xi)工程(cheng)(cheng)、工程(cheng)(cheng)管理(li)等多學科的(de)(de)交叉(cha)融(rong)合(he),人才缺口(kou)大,也缺乏具有(you)(you)系統解決方(fang)案(an)能(neng)(neng)力的(de)(de)優(you)(you)勢(shi)企(qi)業(ye)(ye)(ye),亟(ji)須推(tui)動(dong)形(xing)成一(yi)批(pi)智(zhi)(zhi)能(neng)(neng)建(jian)造(zao)龍頭(tou)企(qi)業(ye)(ye)(ye),引領(ling)并帶(dai)動(dong)中小企(qi)業(ye)(ye)(ye)向智(zhi)(zhi)能(neng)(neng)建(jian)造(zao)轉型升級(ji)。根(gen)據我國(guo)建(jian)筑業(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)的(de)(de)發展現狀,比較有(you)(you)效的(de)(de)途(tu)徑是形(xing)成以工程(cheng)(cheng)總承(cheng)包企(qi)業(ye)(ye)(ye)為核心、相關領(ling)先企(qi)業(ye)(ye)(ye)深度(du)參與的(de)(de)開放型產(chan)業(ye)(ye)(ye)體系。各地要將(jiang)現有(you)(you)各類產(chan)業(ye)(ye)(ye)支(zhi)持(chi)政策進一(yi)步向智(zhi)(zhi)能(neng)(neng)建(jian)造(zao)領(ling)域(yu)傾斜,加大對智(zhi)(zhi)能(neng)(neng)建(jian)造(zao)關鍵(jian)技術(shu)研究、基礎軟硬件開發、智(zhi)(zhi)能(neng)(neng)系統和(he)設備研制、項目應用示范等的(de)(de)支(zhi)持(chi)力度(du)。
建(jian)筑(zhu)業(ye)是(shi)(shi)傳統行業(ye),亦是(shi)(shi)開啟市(shi)場化進(jin)程比較(jiao)早(zao)的行業(ye),在當前(qian)國民經濟整體走向高質量發展(zhan)的變(bian)革(ge)(ge)期(qi),機遇與挑戰并存,建(jian)筑(zhu)業(ye)企業(ye)必須銳意(yi)改(gai)革(ge)(ge),不(bu)斷創新,秉持“科學(xue)技術是(shi)(shi)第一(yi)生產(chan)力,創新是(shi)(shi)引領發展(zhan)的第一(yi)動(dong)力”理念(nian),才能(neng)立于不(bu)敗之地,隨時(shi)代一(yi)起發展(zhan)進(jin)步(bu)。
